 Task 042: GETF Response to Interview Process • Due Date: 4/26/1999

Chuck,

The interview process document (below)was edited by PCSD from two pages down to one for PCSD internal purposes. At this time four EcoSage staff are focusing on the development of questions structured around the 10 National Goals, indicator by indicator. We will establish a schoolhouse on the SolarQuest web site where NTM participants can enter questions and answers. During the NTM, we can select from that list of questions or generate new questions specifically for the youth delegates developed in a framework in which broader stakeholder groups can participate. That framework will be completed in the next three days. At the NTM we will work diligently to get the word out to NTM participants that they can participate in this process. We will make several computers available in the EDS internet cafe for NTM participants to enter data. Our sponsor booth will contain at least two computers and the host committee will be providing four computers. PCSD is hoping that we have a minimum of 1,000 NTN participants contribute to this process. We can take some of the best questions generated from stakeholders and give them to the youth delegates for their interviews. By Tuesday evening, we will have taken all the information and produce the final reports. The report development, however, will begin on Sunday and continue over the course of the NTM so that there are no surprises.

This is a major undertaking. I wish I had weeks to prepare for it. However, EcoSage is very motivated to deliver this high level of services to the NTM.

Additionally, this process takes a great deal of pressure off depending on the Youth Delegates solely to collect the PCSD requested information and to produce the reports. Consequently, we can better focus on their needs as individuals and as a group. And they can better focus on the Youth Roundtable and other delegate reponsibilities as we have defined.

Generally a good description. We, however, need more focus and detail
on the information collection process and maybe a more flushed out
outline. I would also recommend focusing on a different topic for the
sample questions. Perhaps articulating the process in the manner you in
which you descibed it to me on the phone would be appropriate...talking
about how the various stakeholder groups, the information, and the
delegates themselves will dictate the outcomes. Please let me know how
long it will take to turn this around. Thanks for all your help.

INTERVIEW PROCESS

Youth Delegates to the National Town Meeting (NTM) will be conducting
interviews of key program participants under the supervision of the
PCSD,
GETF, and EcoSage Corporation. The following document outlines who will
collect information, what information will be collected, how the results
will be organized and presented, and the key contact people overseeing
the
process.

INFORMATION COLLECTION PROCESS

WHO: 21 National Youth Delegates will be responsible for interviewing
key
program participants identified by the PCSD. Approximately 40 Detroit
Area
Youth Delegates (approximately ten per day over a four-day period) will
be
responsible for interviewing general program participants from the
exhibit
areas and NTM program workshops.

Youth Delegates will be arranged into teams on Sunday. Teams will
select
several of the 10 goals on which to work. In some instances, Youth
Delegates will be steered toward certain teams based upon their
expertise
and interest, as expressed in their essays.

HOW: Most interviews will be conducted informally during plenary events,
learning sessions, receptions, etc. A PCSD, GETF, or EcoSage program
manager or support staff person will make the introductions and oversee
the
interview, providing mentoring services to the Youth Delegate as
required.
In some instances, students will have a specific appointment with key
participants, such as Members of Congress and CEOs, which will be
arranged
by PCSD and GETF in advance of the meeting. Youth Delegates will record
the
NTM participant responses to the queries, asking for clarification or
elaboration of key responses as required.

Basis for Interview Questions Interview questions will be organized
around
the 10 national goals for sustainability. The students will be provided
with a description of each goal, an indicator or progress, and data
related
to the indicator. Based upon this information, students will be
provided
specific questions for various stakeholders. The questions will be
fashioned to elicit responses related to themes and strategies.

SAMPLE QUESTIONS:

The following questions relate to Goal 6 and are organized by
Stakeholder
Group:

FEDERAL GOVERNMENT: What are the barriers at the federal level to
restore
comprehensive public family planning services under Title X?

STATE AND LOCAL GOVERNMENT: What are the impacts on state and local
community services due to the reduction of federal funding resources
under
Title X? What strategies at the state and local levels have been
implemented to decrease the number of unwanted pregnancies?

EDUCATORS: Should educational resources be used to provide public family
planning services to youth in an effort to reduce unwanted pregnancies
among
the teenage population? Does the allocation of such human and financial
resources impact the quality of education mandated under National
Education
Standards?

Additional stakeholder groups for which queries will be developed:
Individuals, nongovernmental organizations, professional organizations,
youth, businesses, communities, financial institutions, international
organizations.

PREPARATION OF REPORTS

Throughout the meeting, youth delegates will enter responses into a
computer
database maintained by EcoSage. The EDS Mobile Internet Café will
provide
technology support with twelve, networked computer workstations.
EcoSage
will provide editorial staff and prepare four reports:

1) a Youth Roundtable Document;
2) a National Roundtable briefing document;
3) an Introduction and Process Statement to the National Roundtable; and

4) a Youth Delegate Recommendation Statement to the National Roundtable.


PROPOSED OUTLINE FOR THE NATIONAL ROUNDTABLE BRIEFING DOCUMENT

1. Youth's definition of a sustainable future (vision statement)
2. Three or four key goals that generated significant discussion
3. For each goal: significant barriers identified, differences of
opinion
among stakeholder groups, areas of agreement, and identified action
steps to
be taken in the short term.
