VITA PGS TERMINAL PROPOSAL

Introduction

Wavix is in the process of developing a mobile terminal for use with its WavSat satellites. We expect this development to take about six months for beta testing and an additional 3 months to have production units available. In the mean-time, we have access to a limited number of interim portable ground station units. These interim models do not operate exactly the same way we expect the final model to work, but are a close approximation and are available for customer demonstrations and testing.

Interim Terminal: Portable Ground-Station (PGS)

Dr. David Palmer of Surrey, England has developed a complete, self contained portable ground-station for use with multiple SSTL-built satellites. The PGS was developed to provide e-mail communications in developing countries to support humanitarian efforts. It is fully automatic and designed to be used by those with no radio knowledge and a minimum of computing experience. Wavix is working with Dr. Palmer and VITA to produce the PGS in sufficient quantities to meet the near-term demand from NGOs and developing countries, plus Wavix's requirements for demos and tests.

The PGS is designed for unattended uploading and downloading of e-mail messages as the satellites pass overhead. E-mail from the satellites is then downloaded onto the terrestrial e-mail network and automatically sent to its intended recipient. The PGS comes with a Psion palmtop computer to control the radio and perform e-mail functions. The control software automatically switches the equipment on and off according to the satellite pass schedule, thereby minimizing power requirements. The internal 4.5 amp-hour battery has a life expectancy of 8-10 years and can be recharged via the front panel from the supplied switch mode power supply or from a nominal 12 volt 1 amp. solar panel. The PGS is enclosed in a case 270 x 260 x 170mm that is water proof to 20 ft., and is strong enough to drive a light vehicle over. Total weight is less than 6kg. The PGS uses a commercial radio that has been modified to improve transmitter and receiver modulation/demodulation and uses a digital hardware technique to track Doppler frequency shift.

PROPOSAL


VITA proposes to supply one complete Interim Portable Ground-Station (PGS) to NACRE for an amount not to exceed $4,931.94.

Procedure

PGS will be fabricated and sent from England to VITA for initial testing. We will then ship it to you at the above address or your designated destination.

Warranties and Guarantees

VITA certifies that the unit will have demonstrated expected operational specifications prior to leaving VITA premises for an international destination. Since these are filed-testable 'Beta' units, VITA cannot make specific warrentees at this time, but will do everything reasonably within its power to ensure that adequate field operations are achieved prior to NACRE acceptance of the unit.

Approximate Delivery Date

ON or before May 15, 2000.


Satellite Service

VITA hereby authorizes NACRE and/or its assignee the rights to use the VITASat LEO satellite system at no cost for a period
of two years from the date of field installation or June 30, 2002, at which time VITA and NACRE will review further service agreements. VITA further warrants that it has full licenses to provide the service as specified in the attached specification document. NACRE or its designated representatives are responsible for acquiring operating licenses in the countries where operation will take place. VITA will provide support documentation and advice for licensing.

Terms

Payment of $4,931.40 in advance; VITA will rebate to NACRE any funds not spent.
